With Florida PACE, the big challenges are that availability is limited in Pasco and Hillsborough counties (and not available at all in Pinellas County), and that, as a loan, you need to repay it after the upgrades are completed.
With MSFH, you have to pay upfront for your new windows, but can get reimbursed up to $10,000 if you make $15,000 or more in qualifying wind mitigation improvements.
